Meeting Minutes
 
Quorum at 7:00pm
 
Attendees: Ellen Sturgis (Co-Chair), Amy Finkel-Hastings (Co-Chair), Craig Martin, Stephen Quinn, Michael Wood (Arrive 7:05pm), Lynn Colletti (Arrive 7:20pm) and Gary Bernklow (Arrive 7:35pm).
 
Review Agenda

Announcements
 
AFH- Architect Russ Feldman is a potential speaker on CM at Risk. He could share information with the ESBC.
 
SQ – Reported that he had a Stow resident question whether money could be spent without prior MSBA approval.   
 
Approve Minutes
 
SQ moved to accept minutes of 10/10/07. MW seconded. Unanimous approval.
 
  OPM RFQ

 
ES – RFQ has been placed in the Central Register. AFH to confirm if published. Due date is November 26, 2007.
 
ES – In process of placing the Master Plan on Town web site.
 
 

OAR - Intel Assabet Groundwater Recharge Fund

 
            CM – Preparation of letter of interest under way. ES & CM to finish and submit by 11/01/07         
 
ESBC Associate Members
 
ES - Two Stow residents, Greta Morgan and Lisa D’Alessio have responded to the request for associate members, both were in attendance for interview by the ESBC.

 
Greta Morgan – Presented a very extensive background in fundraising experience.

 
After a few general questions from the ESBC, ES motion to accept Greta Morgan as an associate member. CM – seconded. Unanimous approval.
 

 

Lisa D’Alessio – Former member of SBTF, offers community outreach experience and familiarity with MSBA.

 
After a few general questions from the ESBC, ES motion to accept Lisa D’Alessio as an associate member. MW – seconded. Unanimous approval.
 
General Discussion – Issue is whether to continue looking for additional associate members or just assign existing members tasks such as “research” or “ green construction”.

Maybe each member takes a topic. AFH – Green Buildings, SQ – Pre-Engineered Buildings, CM – Find out more information on pre-engineered school building, Saco, ME.
 
Pre-Engineered Buildings
 
            AFH –How will MSBA view pre-engineered buildings, due to lack of bidding process. We need to seek guidance from the Inspector General on how to deal with pre-engineered buildings

LC – If the IG has a process to deal with pre-engineered buildings and we follow it, than the MSBA should be OK too.
 
MSBA
 
MW – No new news at this time, however will find out if the ESBC has been approved by the MSBA.
ES – Will send State Representave's updates on ESBC progress.
 
RFP for Architect
 
MW – A draft of the RFP has been prepared. MW to review milestones with Bill Wrigley.
 

CM at Risk

 
            MW- Will attend the one day, November 20, 2007 CM at Risk Seminar.
 

Other Old Business

 
ES & CM - to finish OAR letter of interest
CM – Continue with pre-engineered building research
MW – Attend upcoming MSBA mtg. Where MSBA will present how SOI’s rated or prioritized. MSBA is going to define the criteria used for ranking the SOI’s. Need to find out the date of the meeting.

 Public Comment

 
Steve Dungan – Question:   “ How do we proceed with the project if we don’t have           upfront MSBA approval”?

Michael Wood – Answer:  “ We get approved a step at a time. For example, MSBA has to approve the hiring of the OPM and the Architect and then we move on to the next tasks. The “Capital Pipeline Structure” provides this mechanism, we need to keep moving forward to continue to receive funds”
 
Bill Byron – General Comment: Bill has contacted General Steel and was promised a   package of information. General Steel quoted $60-$70/sq. ft. for a steel building. Bill to give AFH the contact information for further research.
